Additionally, for queries requiring assistance from the National Association of Local Councils (NALC), please be aware that there is a 15-day response time. Specify the date by which you need the advice, and there are no extra costs associated with this service. For HR-related matters, the EALC utilises WorkNest (through NALC), with the option for further, paid assistance if needed. The first referral is for initial advice only, which most councils will find is all they need. The EALC can also make a referral to WorkNest if councils wish to enter into a contract for ongoing support but the EALC does not recommend WorkNest and in accordance with the councils’ Standing Orders/Financial Regulations, a council should obtain quotes from other suppliers to consider. Lastly, a partnership with Essex County Council allows EALC Member Councils to engage solicitors’ services; be sure to request an estimate of costs for this non-free service. In cases of legal claims or threats, councils with existing legal expenses cover through insurance should not consult EALC/NALC without insurer notification, as this could affect coverage. If your council already has solicitors representing it, their consent is required before seeking a second legal opinion.
